Job Description

  Required number:                  2 (two)

Terms of employment:           Full time, 3 months contract with possible extension

Reports to:                                        Executive Director of the institute or His/her delegate

Place of work:                        International Institute for Primary Health Care - Ethiopia (office located within the Ethiopian Public Health Institute), however travel to other health institutions within Ethiopia as well as worldwide is expected. 

The International Institute for Primary Health Care – Ethiopia (IIfPHC-E) is an organization affiliated with the Ethiopian Federal Ministry of Health (FMOH) and supported by the Gates foundation. We support the FMOH through evidence based policy recommendations; training of PHC leaders, implementation of innovation labs, and engagement on PHC related policy and strategy designs. We provide technical assistance to countries building strong Primary Health Care systems, through capacity building training, program design and implementation. We also engage in global advocacy to bring PHC as a primary driver to achieving Universal Health Coverage (UHC).

 Job overview                                                                                

The PHC Advisor/Consultant provides technical assistance support aligned with all programs through means of evidence-based policy and strategy advice to the institute and ministry of health for strengthening PHC systems. He/she works policy issues related to PHC are prioritized and developed for legislative agenda building and distribution both at IIfPHC-E and Ministry of Health level. The Advisor/Consultant will be responsible for the design and implementation of PHC policy planning, research, and intervention design, focusing on requirements for PHC systems he/she will evaluate current PHC policies and generate better policy options that will improve PHC. The PHC advisor/Consultant will work alongside staffs of PHC programs within the institute and with internal and external partners. He/she will also provide support across programs as required and play an important role in PHC advocacy and knowledge management. This Position will liaise with global, regional and local officials, implementing partners and IIfPHC-E staff.

Key Responsibilities include but are not limited to:

Technical Support

  • Lead the design and implementation of PHC policy planning, research and intervention design for PHC systems

  • Assess the soundness of current policies and proposed legislation that impacts PHC and develop logical strategies that can positively improve the functioning of PHC

  • Compile useful data from research literature, surveys, census data and expert interviews to identify the expected impact of policy changes

  • Help define evidence-based recommendations for improved policy vision and help formulate evidence-based strategy solutions for the government

  • Meet with government officials, estimating healthcare budgets, crafting policy proposals, researching whether policy goals are met

  • Write reports and give presentations on his/her findings; develop policy briefs, technical documents, presentations and articles relevant to PHC policy change

  • Support national and global policy analysis on primary health care, including maternal and child health, reproductive health, child health, etc. and universal health coverage

  • Support and engage in the global and in-country advocacy work of the institute

  • Advise the Ethiopian Government Institutions such as Ministry of Health and its agencies, to provide technical leadership in reviewing and formulating policy initiatives, including research, and drafting policy documents

  • Support annual work planning, and quarterly and annual reporting through stakeholder consultation and work planning

  • Support and engage in resources mobilization effort of the country for strengthening PHC approach including demonstrating and scale up of innovations on PHC

  • Conduct high quality technical training and ongoing technical coaching that is contextualized and grated towards target countries needs

  • Support targeted districts and/or countries (In case of south-to-South collaboration) select and implement interventions based on the best available evidence and the local context

  • Actively look for resource for the institute through proposal writing for grants

  • Review technical quality of proposals, including review of technical strategies, interventions and activities in which the Institute is interested to implement projects/programs

  • Respond to targeted regions or districts within Ethiopia and country needs in the institute’s global health programs and preferences in a culturally sensitive, and creative way

  • Codify, document and share best practices and cross-context learning

  • Work with target country program colleagues to help analyze data that inform periodic review and course correction as needed

  • Review and share program-specific tools/resources/ curricula and work with technical unit specialists to contextualize and adapt global and country specific materials

  • Work closely with international partners including UN agencies to co-implement programs, trainings, researches or related engagements

  • Attend targeted conferences and develop specific publications (issues papers, technical documents, presentation and peer-reviewed articles relevant to advancing PHC



Research Support

  • Conduct research analyze and synthesize

  • Evidence-based conclusions and produce practical recommendations on relevant literature and evidence on Ethiopia’s Health Policy, Legal and operational guide environment;

  • Provide technical assistance based in comparisons founded in clear definitions of existing gaps between current Ethiopian practice and international best practice. 

Quality Assurance and knowledge development

  • Align with knowledge deliverables and quality standards of the Institute

  • Identify and explore replication of best practices

  • Consolidate best practices and facilitate horizontal learning to improve practice and working guidelines

Partnership, coordination, and communication

  • Provide policy support across the other programs to align research and evidence agenda to global and national program’s needs

  • Promote knowledge exchange and networking with other PHC partners, including MoH

  • Develop close working relationships with a wide range of partners including government ministries, UN agencies, African Union, Academic and research institutions, national coordination bodies, non-governmental organizations (NGOs) and development partners

  • Work with key stakeholders to identify and select priority policy areas for research, pilot testing and policy development

  • Develop plans, concept papers and proposals for policy initiatives that are evidence-based

  • Assist- stakeholders to prepare for, and implement new health policies through capacity building and organizational development

Job Requirements

  • Master’s in public health or related field or MD degree with public health experience. The candidate must have a minimum of 5 years’ experience including senior level; or 3 years’ experience with health sector in Ethiopia at national level

  • Experience with the Ethiopian health services architecture and PHC system and understanding the health sector legal, regulatory and financing framework evidenced by work experience at ministry health, regional health bureaus or similar public sector experience

  • Proven skills and competency in designing, analyzing and presenting policy research and reports at professional level considered important

  • Possesses qualitative and quantitative analytical skills; and skills in monitoring and evaluation

  • In-depth knowledge of the political landscape to weigh the costs and benefits of the proposed health policies; continually stay up to date on political issues affecting PHC

  • Critical thinker with the examination skills to draw logical conclusions from complex legal information

  • Skilled communicator with good public speaking and writing skills to present policy recommendations concisely

  • Demonstrated expertise in working with partnersand ability to facilitate collaboration

  • Able to work with multi-cultural and multi-disciplinary teams

  • Strong interpersonal verbal and written communication skills

  • Fluency in English and Amharic, knowledge of French a plus

  • Proficient in Microsoft Office (Outlook, Word, Excel, PowerPoint) and statistical software (STATA, SPSS, etc.)    Excellent time-management and organizational skills

  • Outstanding verbal and written communication skills

  • Self-motivated and able to work independently
