OUR TEAM

The Livelihood Specialist will lead and provide handholding technical support for partners livelihoods staff, consortium and relevant stakeholders to ensure the effective implementation of the EU funded RESET II project in Siti and to deliver an Oxfam GB Livelihood Program in Siti which strongly contributes to the Oxfam Strategy for Somali region, the HECA regional Food Security and Livelihoods Framework. This aims to contribute to the development of livelihoods that are dignified, secure and resilient to climate change and other shocks. 

Job Purpose

To lead the planning, designing and implementation of Oxfam’s Livelihood program in Siti, focusing on pastoralist and agro-pastoralist community. In case of disasters, the post holder will also be responsible for leading emergency food security and vulnerable livelihood intervention, including needs assessment, design, implementation, monitoring and evaluation in Siti zone of Ethiopia.

KEY RESPONSIBILITIES

  • Overall in Charge of livelihood component/department under Oxfam/Partners in Siti Zone program.
  • Manage RESETII Livelihood program in Siti Zone including implementation of livelihoods diversification, livestock development, natural resources management, income generation schemes, and community based fodder production
  • Coordinate and provide hand-holding technical support to RESET II consortium partners and government agencies to ensure satisfactory standards are met and approaches between agencies are harmonized.
  • Ensure timely and high quality implementation of Oxfam/partner’s ongoing livelihood program in Siti Zone
  • Identify and organize responses to the learning needs of partner organizations
  • Take the leadership role in planning, implementation and overall management of Oxfam’s emergency response program focusing on emergency food security and livelihood (EFSL) in Siti Zone
  • Ensure regular monitoring (both primary and secondary sources) of food security and livelihood status in the Siti Zone and other relevant areas including Somali region, adjacent regions, cross border that informs program design and implementation effectively
  • Ensure effective monitoring of progress against activities, results and objectives, including community level participation which include and document gender mainstreaming.
  • Ensure that schedules of work required for efficient implementation at each of the project sites are implemented on time and agreed standards
  • Represent Oxfam externally among government (Zonal / Regional / Federal), UN, I/NGOs etc
  • Responsible to closely coordinate with other department heads particularly WASH and MEAL to ensure comprehensive, effective and integrated planning, implementation, monitoring and documentation of Oxfam/Partners program
  • Ensure Disaster Risk Reduction, gender and diversity is seriously considered and truly integrated in planning, implementation and monitoring of livelihood program
  • Develop, nurture and manage relationships with Oxfam partner organizations in the project area in agreement with the Project Manager.
  • Assist Project Manager in developing new project proposals for fund raising in case of disaster situation, with support and close coordination with country, regional and HQ level technical experts
  • Prepare and monitor budgets relating to both Oxfam and partner-led expenditure for the livelihoods program.
  • Contribute to the financial accountability of the livelihoods program and deliver the program/project activities within an agreed budget.
  • Responsible to closely coordinate with support functions such as HR & Admin, logistics and finance to ensure smooth business support for the effective delivery of livelihood program
  • Undertake other tasks / responsibilities as assigned by line manager

Job Requirements

Essential

  • Bachelor (BA) or Degree from a recognised university/collage in Agriculture, Veterinary and Community Development or any other related areas that can bring added value to the job.
  • Relevant 5-7 years of experience working in livelihoods long term program preferably in an international NGO out of which 2 years should be supervisory / managerial experience.
  • Good knowledge of livelihoods diversification, livestock development, natural resources management, income generation schemes, and community based fodder production. 
  • At least 4 years demonstrable experience of planning and managing community development, food security, market based livelihood, NRM and DRR interventions
  • Demonstrated experience of integrating gender and diversity into long term livelihood and emergency response program
  • Demonstrate collaborative approach including working with Government officials with good negotiation skills, diplomacy and tact
  • Excellent understanding of the sustainable livelihoods approach and related issues
  • Excellent understanding of cash based interventions and food aid program
  • Excellent understanding of and commitment to linking humanitarian program design with longer-term community-based institution building and livelihoods approaches
  • Ability to analyze complex development / humanitarian contexts, monitor change and translate into appropriate strategic planning and advocacy
  • Well-developed interpersonal and team skills and proven ability to be flexible in demanding situation
  • Coordination skills with diverse audiences
  • Relationship holding with partners and key stakeholders
  • Experience in working within Somali region particularly Siti Zone will be given priority.
  • This position is open to Ethiopian nationals only.
