INTRODUCTION

The Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997. DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants. The organization has offices across the region, and has been operational in Ethiopia since 2009.  With funding from bilateral and multilateral donors, DRC is currently implementing a range of activities across Ethiopia and Djibouti, including WASH and shelter provision, child and youth protection, gender based violence response, awareness-raising of migration risks, protection monitoring of migration routes, and livelihoods support for returning migrants or those at-risk of migration.


OVERALL PURPOSE OF THE ROLE:

Working under the direct management of the Psychosocial Team Leader, the Protection Officer -Psychosocial is responsible to play an active role as facilitator, moderator, trainer, social worker for mass action and/or mobilization on psychosocial project to meet its planned objectives. S/He work towards removing psychosocial barriers and increasing personal activity at camp level. Furthermore, the Protection Officer -Psychosocial provides support to the psychosocial assistants and community incentive social workers as required, and monitor the quality of psychosocial activity implementation at field level by ensuring smooth coordination with other stakeholders.

Responsibilities:

Technical Support:

  • Providing technical guidance to the psychosocial assistants to ensure quality and adherence to national and international protection standards and guidelines.
  • Develop and deliver psychosocial trainings for beneficiaries (as required).
  • Contribute to assessments and mappings, and identify psychosocial needs.
  • Support in the development of protection & psychosocial monitoring and assessment tools.
  • Organize cultural-work activities appropriate to psychosocial interventions including support groups, awareness campaigns, and individual support.
  • Provide appropriate professional supervision to project assistants and refugee incentive workers engaged in the psychosocial program.
  • Maintain project documentation and regularly collect monitoring and evaluation data

 

General Management and Support:

  • Technically supervise the psychosocial assistants and provide leadership, day-to-day support and guidance. Build the capacity of psychosocial assistants through mentoring and training.
  • Promote team building and contribute to a respective and positive working environment.
  • Plan and oversee the psychosocial assistants and psychosocial activities, producing work and activity plans, and coordinating inputs from DRC’s supporting units, particularly logistics and finance.
  • In collaboration with the psychosocial team leader, ensuring implementation of psychosocial activities according to programme commitments.
  • Identify training and capacity building opportunities for psychosocial assistants/incentive social workers and ensure that all staff are conversant with psychosocial concepts, DRC's code of conduct, humanitarian principles, accountability, and prevention of sexual exploitation and abuse.
  • In coordination with supervisor liaise with governmental officials, international and national organization and site structures on DRC’s behalf.
  • Attending and contribute to relevant coordination mechanisms.
  • Estimate quarterly program purchase requests according to the field requirements and submit requests on time.
  • Ensure that all relevant financial documentation is complete and submitted to finance in a timely manner as required by DRC finance policy.
  • Promote and ensure mainstreaming of psychosocial support concepts in all other humanitarian interventions.
  • Perform other relevant tasks assigned by the supervisor.

Reporting: 

  • Compile and provide weekly & monthly reporting on all psychosocial activities, developments in the external context and humanitarian situation, and on project implementation progress.  This includes submitting weekly and monthly report to the M&E and to external partners.
  • Contribute to donor report and external report developments (as required).
  • Provide ongoing general monitoring of the operating context to ensure relevance and accountability to DRC's beneficiary populations.
  • Maintaining accurate and comprehensive files of project activities, outputs, materials, and other relevant documentation;

Job Requirements

Experience and technical competencies: (include years of experience)


  • Minimum 3 years of experience in an mid-level to senior  position, with experience in the field of humanitarian response and refugees working for an international NGO, UN agency or relevant ministry or local authority.
  • At least 1-year experience providing psychosocial support to children, adolescent boys & girls, and youth
  • Hands-on experience with psychosocial support is mandatory. Previous experience on supporting community based psychosocial structures is a strong advantage.
  • Experience working with conflict-affected populations, such as refugees, with a focus on psychosocial support.
  • Strong analytical and writing skills, with the ability to produce well-written and succinct written documents for external use.
  • Strong planning, organization and problem solving skills with ability to work both independently and within a team in a demanding work environment.
  • Integrity, strong work ethic, and ability to meet consistently deadlines under pressure.
  • Experience of working in an emergency setting.
  • Experience in project management
  • Strong inter personal skills and Staff management skills
  • Commitment to learning and implementing organizational policies and procedures

Education: (include certificates, licenses etc.)

Bachelor/MA degree in Psychology, social work or Sociology from a recognized institution.

Full proficiency in Microsoft Office.Full proficiency in Microsoft Office

Languages:

Excellent verbal and written proficiency in English & Amharic.

Local language is an asset (Nuer/Arabic)
